According to Law 75/2013 of 12 September, the Parish Council is responsible for:

• Prepare and submit the plan options and budget proposal for approval by the Parish Assembly, as well as their revisions;
• Execute plan and budget options, as well as approve their changes;
• Acquire, dispose of or pay immovable property with a value of up to 145,500 euros;
• Sell at public auction, regardless of authorization from the parish assembly, immovable property of a higher value, provided that the disposal results from the execution of the plan's options and the respective resolution has been approved by a two-thirds majority of the members of the effective parish assembly of functions;
• Prepare and approve the internal control standard, as well as the inventory of all assets, rights and patrimonial obligations of the parish and their respective evaluation, as well as the documents for the rendering of accounts, to be submitted to the analysis of the parish assembly;
• Execute, by contract or direct administration, the works included in the plan options and have adequate budget allocation in the forecast management instruments, approved by the parish assembly;
• Approve urban planning operations in properties integrated in the parish's private heritage domain, after prior opinion from the competent authorities;
• Elaborate and submit to the approval of the parish assembly the projects of external regulations of the parish, as well as approving internal regulations;
• Discuss and prepare contracts for delegation of powers and execution agreements with the municipal council, in accordance with the law;
• Submit to the parish assembly, for authorization purposes, proposals for the conclusion of contracts for the delegation of powers and execution agreements, as well as the respective resolution and, in the case of contracts for the delegation of powers, revocation;
• Discuss and prepare with the residents' organizations protocols for the delegation of administrative tasks that do not involve the exercise of powers of authority and submit them to the parish assembly, for authorization purposes;
• Discuss and prepare cooperation protocols with public institutions, individuals and cooperatives that carry out their activity in the territorial area of ​​the parish, namely when the respective equipment is owned by the parish and its use by the local community is safeguarded and submitted to the assembly of parish, for authorization purposes;
• Decide on ways of supporting legally existing entities and bodies, namely with a view to carrying out works or holding events of interest to the parish, as well as information and defense of citizens' rights;
• To issue an opinion on projects for the construction and occupation of public roads, whenever required by the City Council;
• Participate, under the terms agreed with the City Council, in the process of drawing up municipal land use plans;
• Collaborate, under the terms agreed with the City Council, in the public discussion of municipal land use plans;
• Facilitate consultation of interested parties on municipal land use plans;
• Support social, educational, recreational or other activities of interest to the parish;
• Issuing an opinion on the naming of streets and squares in localities and villages;
• Provide other public entities with all the collaboration requested, namely in the fields of statistics and others of interest to the population of the parish;
• Collaborate with the municipal civil protection authority in the event of imminence or occurrence of a serious accident or catastrophe;
